Halifax Transit is currently working on a new terminal location and design to replace the existing Mumford Terminal.
The 2016 Council approved Moving Forward Together Plan (MFTP) states that the existing Mumford Transit Terminal is over capacity and needs to be replaced. The new facility will require a footprint that is much larger than the existing terminal and will feature improved amenities for both passengers and Halifax Transit bus operators.
It needs to be state-of-the-art, incorporate sustainable design, and have an effective life cycle of 50 years. It will serve as a base for expanded transit service in the Halifax Peninsula/Mainland North area as described in the Moving Forward Together Plan, and will serve as a transfer hub for a number of routes to and from the Regional Centre.
Located in the Halifax Shopping Centre complex between 7000 and 7010 Mumford Road, the existing Mumford Transit Terminal is the third busiest terminal in the Municipality hosting approximately 9,300 visits per day. There are a number of current challenges including lack of passenger amenities, accessibility, and no capacity for growth. Simply, it does not meet the current or future needs of transit passengers or operations.
The purpose of the first stage of the project is a Replacement Opportunities Assessment study to determine the site requirements to accommodate existing and projected operational demands at the West End Terminal, and identify the site which both meets these demands and provides a high level of customer service. Design work is anticipated to start in 2019/20 and the terminal(s) to be fully operational by 2022.

In this stage we determined
minimum site requirements like number of bus bays, platform size, interior and
exterior waiting requirements and other features such as bike racks and
facilities for Halifax Transit bus operators. This stage also included a
literature review of international best practice in multimodal transit terminal
construction.

Using the criteria and
requirements established in stage 1 above, a number of potential sites within
the study area have been identified. These sites will be evaluated through a
number of lenses including – but not limited to – consistency with principles of
Transit Oriented Design, impact on operational efficiency, land acquisition,
capacity to accommodate future growth and integration with the Active
Transportation network. Candidate sites will be evaluated and considered
through both stakeholder and public consultation. At the end of stage 2, the
preferred site(s) will be identified.

Stage 3: Functional Design and Class D Cost Estimates (October, 2017 – March, 2018)

Based on the preferred site(s)
identified in stage 2, a high level, functional design of the proposed terminal
will be prepared showing a general concept and movement through the site for
operations and passengers. Cost estimates and recommended construction phasing
will also be generated in this stage.
